New legislation passed by the New York City Council will allow approved developers to obtain a zoning amendment to build a casino without going through the Uniform Land Use Review Procedure (ULURP).
Three development licenses will be awarded to developers and casino owners selected from applicants approved by the Community Advisory Committee (CAC). Casino development will be permitted in high-density and commercial manufacturing districts. Needed zoning changes would be made as a matter of right. Any proposed gaming facility must be approved by New York State.
Interested developers and casino operators must submit their proposals to the City by June 30, 2025. Related Companies, Wynn Resorts, the Soloviev Group, SL Green Realty, Caesars Entertainment, Roc Nation, and Resorts World New York City are among the groups that have already submitted applications.
Entities whose proposals are approved by the CAC will then submit an application to New York State. That process will open next year, with Crain’s New York Business reporting that winners will be decided in late 2025.
