New York City’s Existing Building Code (EBC) goes into effect July 17, 2027. The EBC will function as the single source for building renovation and alteration regulations, regardless of the building’s age or prior code status.
Because this is a significant change from the existing patchwork of varying (and often outdated) sets of regulations, the Department of Buildings (DOB) has invested in providing EBC onboarding resources.
EBC Overview
Complete with a Scope of Work and Pathways flow chart and a high-level summary of what’s changing and why, the Overview is the best place to start any onboarding.
EBC Newsletters
The DOB plans to publish monthly e-newsletters to “publicize upcoming events, highlight key Code concepts” and offer additional resources. Each newsletter will be based around a specific topic of the EBC; the list can be found on the EBC Newsletter web page. The first edition will offer an overview of the EBC, a walkthrough of why it was needed, and a forecast of what owners and architects can expect under the new framework.
EBC Trainings
Recordings of virtual trainings on “EBC organization, notable chapter requirements, and compliance methodology” are also available. The entire training is comprised of six 90-minute modules.
EBC Case Studies
Wondering what the EBC looks like in practice for a particular project type? The DOB is working to prepare case studies with project narratives and drawings that show how the EBC would apply to the project from architectural, structural, mechanical, plumbing, and fire protection standpoints. The Office Fit-Out case study is live on the EBC Case Studies web page, and the DOB is planning to release future case studies covering vertical enlargements, single-family enlargements, office-to-residential conversions, school building gut renovations, and enlargements of converted dwellings.
EBC FAQ
The DOB has prepared extensive Frequently Asked Questions and Answers for clarifications of the EBC text. The FAQ is browsable by type of concern (e.g., “Elevators,” “Multiple Dwelling,” Relocation”). The DOB also encourages FAQ visitors to submit questions not covered by the FAQ so that they can be considered for answer and publication.

Start Educating Yourself Now
All construction applications for existing buildings submitted after July 17, 2027 will fall under the EBC. Without becoming familiar now with the EBC, it will be difficult to advise clients on the impact or to make design, mechanical, and structural decisions that will hold up under the new framework. Because the compliance date is a year out and the DOB has created multiple resources, we don’t anticipate that there will be much leniency for non-compliance.
