The New York City Department of Buildings (DOB) recently released its final report on the investigation into the 2023 parking structure collapse at 57 Ann Street in Lower Manhattan. A number of factors led to the fatal collapse of the 100-year-old building, but the DOB identified the demolition of an interior structural brick pier performed without construction approvals or permits as a critical contributor. Specifically:
- Parking structure employees removed bricks and mortar from a load-bearing brick pier without adding proper shoring;
- The assessment of the deteriorating brick pier was flawed;
- The structure had been poorly maintained;
- Original design and construction deficiencies were never addressed.

The 2023 collapse resulted in one death, seven injuries, and extensive damage to not only the parking structure itself but also the surrounding area. The collapse also led to the City implementing additional requirements for parking structure inspections.
The Ann Street collapse was avoidable. By understanding and complying with applicable regulations, parking structure owners can prevent future tragedies.
